Alamance NAACP Education Committee

The Education Committee seeks the establishment of a culture and environment in which all are valued and treated with respect, and all students are empowered to excel—with an elimination of current pervasive racial inequities in achievement and discipline.

At Alamance County Branch NAACP, our mission is to provide education anUnder North Carolina’s school finance system, established nearly nine decades ago, it is the state’s responsibility to fund instructional expenses (including personnel) while county governments are responsible for the cost of capital expenses (buildings and maintenance). While the state bears responsibility for fulfilling its constitutional obligation of providing a sound basic education to every child, North Carolina schools have three sources of funding. State funding accounted for 67 percent of expenditures, federal funding accounted for 12 percent, and local funding accounted for 21 percent of spending.


The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Board of Education and the Superintendent of Public Instruction.


The agency provides leadership and service to the 115 local public school districts, including the Alamance-Burlington School System,  and 2,500+ district public schools, 200+ charter schools, and the three residential schools for students with hearing and visual impairments. The areas of support include curriculum and instruction, accountability, finance, teacher and administrator preparation and licensing, professional development and school business support and operations.


DPI develops the Standard Course of Study, which describes the subjects and course content that is taught in North Carolina public schools, and the assessments and accountability model used to evaluate student, school, and district success.


DPI administers annual state and federal public school funds totaling approximately $11 billion and licenses the approximately 117,000 teachers and administrators who serve public schools. DPI's work extends to the NC Center for the Advancement of Teaching with locations in Cullowhee and Ocracoke, and the NC Virtual Public School – the second largest virtual public school in the nation. The state agency also works closely with nine Regional Education Service Alliances/ Consortia and six regional accountability offices.


The North Carolina Superintendent of Public Instruction, is the elected head of the North Carolina Department of Public Instruction and oversees the public school systems of the state. The Superintendent is a member of the N.C. Council of State and a member of the N.C. State Board of Education. 


The North Carolina State Board of Education sets policy and general procedures for public school systems across the state, including teacher pay and qualifications, course content, testing requirements, and manages state education funds.


Alamance-Burlington School System (ABSS) is the 15th-largest public school district in North Carolina, serving nearly 23,000 students in grades Pre-K through 12th. ABSS offers exceptional educational opportunities for students, including career and technical education, international baccalaureate, pre-collegiate academies, early college, and STEM (Science, Technology, Engineering, and Mathematics). Our elementary schools include programs such as Leader in Me, Capturing Kids Hearts, STEAM (STEM plus the Arts), and Global Learning. ABSS is governed by a Board of Education, made up of seven members elected in non-partisan elections. d resources to support mental health and wellness in our community.

Current Initiatives

Prioritizing Funding in the 2023-25 Biennial Budget

On August 21, 2023, the Alamance NAACP and the Alamance Burlington Association of Educators (ABAE) urged the County Commissioners to pass the below resolution during their regularly scheduled meeting. It consists of three main points; 


1) NC is 46th in the nation for new teacher pay.  This hinders the states's ability to attract quality future educators to the field. The resolution urges the general assembly to increase educator pay across the board. 


2) 80% of NC families report major difficulty in finding and paying for childcare. The resolution urges the general assembly to expand access to early childhood education.


3) The general assembly is proposing lifting the income cap on the "Opportunity Scholarship." This would allow for more public dollars to be diverted from the budget for public schools to fund private schools. If the income cap is lifted, this would allow millionaires to use state money to send their children to private schools. This program is problematic to begin with, as private schools face none of the scrutiny, restrictions, or oversight requirements of public schools.


 We  ask community members to write to the commissioners in support of this resolution.
